The App Store for Google, Android Market, allows Android users to see and purchase paid apps in 32 countries at the time of this writing (as per the
official link), leaving out more than 160 other countries. Android users in other countries can only see free apps on the Android Market. Google is working to get Market out to other countries, but it has been slow progress getting into 32 countries in over 2 years.
Now, what is a law-abiding Android user to do if he wants to put some money down on that nice full version of the lite app he can no longer live without, or the latest iPhone port everyone is playing that doesn't have a trial version? Some apps let you pay and download outside of Android Market, but others are only available on Market.
Fortunately, there is an alternative to signing up on forums to download illegally distributed paid apps. There is an app for that, and it's called Market Enabler. Market Enabler is available on the Android Market even where paid apps are not. It works by faking your phone provider so that it appears to Market that you are in one of the countries where paid apps are available (such as T-Mobile or Verizon in the US or Rogers in Canada). The faking is temporary and can be switched on and off.
2. Find "Market Enabler" in the App Drawer and tap it.
3. In the "Actual" tab, make sure to tap "Save current settings" so you can return to your actual provider easily.
4. Tap the "Settings list" tab, then tap and hold down on one of the providers. If you know the app you need is only available in the US or UK, find an appropriate provider. This brings up a dialog. Choose "fake this provider now". It should take just a couple of seconds for Market Enabler to fake your provider. You should see a "Done and All Set" toast message pops up.
5. Leave "Market Enabler". Go to Settings > Applications > Manage Applications > All tab, then scroll to find the "Market" app and tap it.
6. In Application info for Market, tap on "Force Stop", and then "Clear Data". Confirm on the dialog message that comes up. This resets the Market app so that it removes the cached interface that only show free applications.
7. Tap on Market to bring it up afresh. You should now be able to see paid apps featured and an additional "Top Paid" section besides "Top Free" and "Just In".

There is a catch. Some phones are not able to run Market Enabler, and running a rooted ROM on your phone does not guarantee working Market Enabler. The developers behind Market Enabler continue to work on the application, so compatibility is improving.
